Hon'ble Shri Arif Mohammed Khan, The Governor of Bihar is the Constitutional Head of the State of Bihar and exercises powers as defined in the Constitution of India. The Governor is also
the ex-officio Chancellor of universities in the State. The Governor’s Secretariat provides secretarial assistance to the Governor in discharging his constitutional, ceremonial and other State responsibilities and his duties as the Chancellor of universities in the State. The Governor’s Secretariat is headed by the Secretary to the Governor who is assisted by a team of officers and staff as per details available under the head organization. The Governor’s Secretariat includes the Secretariat and Household establishments.

सामरिक दृष्टि से अतिशय महत्वपूर्ण होते हुए भी कटिहार जिला उपेक्षित रहा है। सचमुच… कोसी, महानन्दा और गंगा के मुहाने पर अवस्थित कटिहार का यह ‘मैला आँचल’ भूदान पुरोधा स्व0 वैद्यनाथ चौधारी, उपन्यासकार स्व0 फ़णीश्वर नाथ ‘रेणु’ और अमर शहीद छात्र ध्रुव कुण्डू सरीखे सपूतों को जन्म देने के बावजूद आज एक प्रश्नाकुल छवि ही प्रस्तुत करता है। इसी ‘मैला आँचल’ में कुछ मनीषयों की महाकल्पना से उदभूत ज्ञान तथा विद्या की पुण्यस्वरुपा गंगोत्री ‘डी0 एस0 कालेज, कटिहार’ के रुप में अगस्त 1953 को अवतरित हुई। इस महाविद्यालय का सौभाग्य रहा कि इसे स्व0 रामबाबू सिंह तथा स्व0 कालीचरण यादव जैसे उदारमना लोगों की संचित सदाशयता उपलब्ध हो पायी। स्व0 ब्रह्मदेव ना0 सिन्हा के नेतृत्व में डी0 एस0 कालेज त्वरित गति से सफ़लता के सोपान पर उत्तरोत्तर चढ़ने लगा।
